Durham County commissioners approve $5.4 million in IT PAYGO funding, multiple budget amendments and contract awards

Chair Nida Allam presided over the meeting where the board approved a capital and budget amendment (Project No. 25CPA034 and Budget Ordinance No. 25BCC078) transferring $5,389,000 of Debt Service Fund balance to the PAYGO Fund to support three IT capital projects: 25 IT Hardware Replacement ($3,852,000), 25 Audio-Visual Technologies ($1,323,000) and 25 Telecommunications ($214,000). The amendments were adopted as part of the consent agenda vote, which carried unanimously among the four commissioners present.
The board also adopted Budget Ordinance Amendment No. 25BCC082, appropriating $2,738,852.68 of restricted General Fund balance to increase expenditure authority across multiple departments, including Library, Justice Services, Register of Deeds, Social Services, Public Health, Office of Emergency Services, Open Space, and Tax Administration. Another budget amendment, No. 25BCC085, appropriated $1,043,587 to increase expenditure authority for General Government, Economic & Physical Development, and Human Services.
Other consent items approved included a $125,000 appropriation to increase inmate welfare expenditure authority for the Sheriff’s Office (25BCC084); contract renewals and amendments for tax-auditing services and business appraisals; a contract to replace carpets at the Agriculture Building; authorization to upgrade fire alarm initiating devices at the Durham County Detention Center; and procurement of security equipment, access control and video management software licenses. Where contract amounts were stated in the minutes, they were included in the consent package as recorded.
Commissioner Michelle Burton raised a question about Item 25-0122, a resolution to convey controlled-access right-of-way and utility easements to the North Carolina Department of Transportation at the intersection of Durham Chapel Hill Boulevard and Garrett Road. Nancy Mitchell, Senior Real Estate Officer, explained the board had approved the easement conveyances previously in September 2024 and that the current resolution is an additional step required by NCDOT.
The board also approved routine releases and refunds for February 2025, which the record shows as current-year releases and refunds totaling $763,826.71 across property-tax categories.
