The Board approved an administrative write-off of $996,162.75 for two electronic health records systems no longer in use and awarded a contract to Pinam Construction, Inc. for paving, striping and concrete repair in the amount of $154,970.78 to be paid from capital life-cycle replacement funds. The Board also approved Capital Project Amendment No. 25CPA-43, transferring $1,124,528.64 from a completed Detention Center Window Replacement project to an ongoing HVAC Replacement project, and Capital Project Amendment No. 25CPA-45, appropriating $3,591,037.18 to the Shoppes of Hope Valley roofing and HVAC project (Phase 2).
The consent agenda included a Phase 3 Lenel S2 security upgrade contract with BFPE International for $677,361.34 covering multiple county facilities and a series of service contracts for FY 2025–26: an Animal Protection Society of Durham contract for $1,222,097, a Buddi US, LLC electronic monitoring services agreement for $170,000, a Just A Clean House, Inc. contract for $124,674.70 to operate a six-bed transitional living facility, Alliance Health support funding of $494,000 to create a Forensic Community Support Team Plus, and several other agreements to support detention center services and broadcasting of meetings.
The Board also approved Budget Ordinance Amendment No. 25BCC-095, appropriating $40,000 of general fund balance to the Engineering fund for the Stagville Memorial Project and authorizing an amendment to the county’s memorandum with the Stagville Memorial Committee to increase the county’s commitment to an amount not to exceed $277,000. Several other capital adjustments were approved to reallocate unspent PAYGO and reduce or zero-out older project budgets, moving funds to debt service and enterprise funds as noted in the ordinance summaries provided to commissioners.
The motion to approve the consent agenda was made by Commissioner Michelle Burton and seconded by Commissioner Stephen Valentine; the motion carried unanimously. Chair Nida Allam presided over the action.
Officials said the approvals will allow planned facility projects and service agreements to proceed; no separate roll-call vote listing individual yes/no votes was recorded in the transcript.
