The Board approved Budget Ordinance Amendment #26BCC006 and a four‑year lease for the Office of Emergency Services (OES) fleet maintenance repair facility at 1129 E. Geer St., with first‑year rent of $119,550. The Board also approved Capital Project Amendment No.26CPA001, which adds $1.5 million to the Collection System Rehabilitation project, bringing that project budget to $9,098,592.13.
County staff announced and the Board approved three janitorial contracts awarded under RFP No. 25‑043: CJ Enterprise Cleaning Services ($169,800) for several regional libraries and the Emergency Operations Center; H3 Cleaning Solutions ($413,502.03) for administrative and main library facilities; and Joy Cleaning Service LLC ($314,400) for the Health and Human Services Building for FY 2025–26.
The Board also approved a budget amendment and capital project transfer to free $380,600 in PAYGO funds to support the purchase of two conservation easements from the Sparrow and Frank families, and a large countywide capital appropriation (Capital Project Amendment No.26CPA002) totaling $19,398,358 across multiple projects including IT hardware replacement, EMS station work, facility upgrades, and other priorities.
Other consent actions included recognizing a $6,883 Durham Library Foundation grant, reducing the Little River Elementary School roof replacement project budget by $32,956.92, closing and transferring remaining balances of multiple completed capital projects to the Debt Service Fund, and approving property tax releases and refunds for May 2025 totaling $214,086.38.

The Board’s approval implements the listed budget amendments and contract awards; staff will execute the contracts and apply funds as directed in those ordinances and capital amendments.
