Durham commissioners review consent agenda including $1.5M housing loan fund and vehicle equipment purchase

The Durham County Board of County Commissioners on Aug. 4 reviewed its consent agenda for the upcoming regular session, including a proposed Budget Ordinance Amendment to appropriate $1,500,000 to the Durham Affordable Housing Loan Fund and multiple contract approvals and grant recognitions.
County Manager Claudia Hager described the housing appropriation and said, "for every dollar entered in the fund, four (4) dollars were returned," a rationale offered to support the request. The consent items reviewed also included a proposed Purchase of Goods Contract with Batteries in NC & S.W.S. LLC for $656,331.78 to equip Sheriff’s Office FY26 vehicles and an FY 2025-26 Governor’s Highway Safety Program (GHSP) grant funding resolution.
Captain Keith Webster of the Sheriff’s Office clarified the jurisdictional roles in accident response, saying the North Carolina Highway Patrol responds to accidents outside municipal limits under the General Statute while the Sheriff’s Office files reports for incidents in parking lots or public vehicle areas. The Board asked staff to provide recordings and reports related to accidents and fatalities and requested that the Sheriff’s Office be invited to present recordings in person to the Board.
Other consent items reviewed included a $127,050 contract with Student U to administer the Durham Community Schools Program (staff said the contract would be drafted to reflect the same funding amount), a $246,815.70 contract to replace three sections of bleacher seating at Durham County Memorial Stadium, a $124,913 contract award for professional engineering services with a not-to-exceed of $138,000 for materials testing on utilities projects, and a $66,364 budget amendment to recognize Welcome Baby Smart Start grant funds for Cooperative Extension.
Commissioners asked for clarifying materials: staff were directed to prepare an updated community presentation explaining how County transit tax dollars are used (requested during review of the FY26 Durham Annual Transit Work Program agreements); to provide a link and a list of contributors for the Eno‑Haw Hazard Mitigation Plan; and to revise the Student U scope of work to require an annual report to the Commissioners and to provide the FY24‑25 annual report.
The meeting’s consent review concluded without public comment; no formal vote on the individual consent items is recorded in the work-session minutes.
