Durham County commissioners approve $1.5M transfer to Affordable Housing Loan Fund and multiple contracts

Durham County commissioners unanimously approved a broad consent agenda during their Aug. 11 regular session that included a $1.5 million transfer from the General Fund to the Durham Affordable Housing Loan Fund and multiple contract awards for county services and capital needs.
The Board approved Budget Ordinance Amendment No. 26BCC007, appropriating $1,500,000 of General Fund fund balance to support the Durham Affordable Housing Loan Fund. The amendment increases general government expenditures and other financing sources by the same amount. Commissioners also adopted Budget Ordinance Amendment No. 26BCC008 to recognize $66,364 in Welcome Baby Smart Start grant funds for Cooperative Extension and Budget Ordinance Amendment No. 26BCC009 to reallocate $262,779.86 in previously unspent Edward Byrne Memorial Justice Assistance Grant (JAG) funds to Public Safety for FY 2022–24.
Those budget items were part of a consent package that included contract awards and purchase approvals. Notable items approved included: a $246,815.70 award to Bliss Products and Services, Inc. to replace three sections of bleacher seating at Durham County Memorial Stadium (RFP 25-023); an award to EMS Management & Consultants for EMS billing and collection services; a $656,331.78 purchase contract with Batteries of NC & S.W.S. LLC for the Sheriff’s Office vehicle equipment; professional engineering services for materials testing awarded to Froehling and Robertson, Inc.; a contract with BMS CAT for duct cleaning and restoration at the County Detention Center in the amount of $448,250.00; and approval of a $127,050.00 contract with Student U to administer the Durham Community Schools Program. The consent package also recognized $31,982 in Duke Energy Smart Saver incentives for the Board of Elections renovations project and approved agreements related to the FY26 Durham Annual Transit Work Program.
Chair Nida Allam asked whether any items should be pulled from the consent list; Commissioner Wendy Jacobs requested an amendment for contract item 25-0430, and County Manager Hager confirmed the update had been made in the system prior to the meeting. Commissioner Michelle Burton moved to approve the consent agenda; Commissioner Wendy Jacobs seconded, and the motion carried unanimously. Commissioner Stephen Valentine was excused from the meeting.
The meeting adjourned at 7:20 p.m.
