Brewster County court approves jury plan, budget adjustments, software add‑on and multiple contracts; all motions pass 5-0

At its Oct. 14 meeting the Brewster County Commissioners Court approved the FY2026 jury plan (including reinstating online juror questionnaires), accepted budget and payment reports, authorized a Tyler Technology accounts receivable module, approved several tourism contracts and other routine business; all recorded motions were unanimous.
Brewster County Commissioners Court on Oct. 14 approved a package of administrative actions including the FY2026 jury plan, multiple finance items and several contracts, with every recorded vote recorded as 5-0.
The court approved the FY2026 Jury Plan as presented by District Clerk Sarah Fellows Martinez; the plan reinstates online juror questionnaires intended to improve notification when court is canceled. Commissioner Ruben Ortega moved to approve the plan and Commissioner Sara Allen Colando seconded; the motion passed 5-0.
County Comptroller Malynda Richardson presented three payment reports that the court authorized, and the court approved proposed budget adjustments. Richardson also requested adding Tyler Technology’s Accounts Receivable module to the county’s accounting system; Commissioners approved the quote as presented.
County Treasurer Julie Morton requested and received approval to move the county credit card account from CitiBank to U.S. Bank under the Texas Payment and Travel Card Program; Judge Greg P. Henington will sign the contract when it is finalized. The court also approved an amended 2025 tax collection agreement with the Terlingua Common School District that corrected a payment-for-services amount to $15,000.
Robert Alvarez, executive director of Brewster County Tourism, presented contract items; the court approved contracts for Tour Texas, Placer AI and the November Sky Island Hiking Tour. Road and Bridge Superintendent Johnny Salcido presented and the court approved a boring/trenching permit for Big Bend Telephone to run fiber optic cable under Airport Road in Marathon.
All motions recorded in the meeting passed on unanimous 5-0 votes. The court scheduled a Linebarger workshop on Oct. 21 to discuss tax-collection processes and set its next regular meeting for Oct. 28 at 9:30 a.m.
