Commissioners approve CapRisk actuarial services, financial reports, vehicle policy and payroll conversion

On July 8 the Brewster County Commissioners Court approved multiple finance and administration items, including a CapRisk proposal to provide actuarial calculation services for the fiscal year ending Sept. 30, 2024.
Judge Greg P. Henington presented the CapRisk proposal; Commissioner Ruben Ortega moved to approve the proposal, Commissioner Sara Colando seconded and the motion passed 5-0. County Treasurer Julie Morton presented the May 2025 financial report, which the court approved on motion of Commissioner Ortega and second by Commissioner Colando (motion recorded as passing 5-0). Comptroller Malynda Richardson presented an update to the county employee policy on personal use of county-owned vehicles; the court approved the policy as presented (motion passed 5-0).
Comptroller Richardson also presented line-item and budget adjustments; the court approved the adjustments. The minutes note the line-item adjustments motion passed with a 4-0 tally and that Commissioner Ortega abstained from the Pinnacle Propane item (abstention noted in the record). Richardson announced the official payroll conversion will be processed through Tyler for the next payroll.
Next steps: CapRisk will provide actuarial calculations as contracted; financial reports, policy changes, and payroll conversion will be implemented by county finance and payroll staff.
