Henington opened the session and reported that staff in the judge’s office began a phone conversion to a PBX system. Commissioners Jim Westermann (Pct. 1), Sara Colando (Pct. 2) and William "Mo" Morrow (Pct. 4) were present; Commissioner Ruben Ortega (Pct. 3) was absent. Father Michael Wallens delivered the invocation.
