Brewster County commissioners approve burn ban, $33,000 door replacements and Alpine Cowboys sponsorship

The court met at 9:30 a.m. at the Brewster County Courthouse in Alpine. County Judge Greg P. Henington opened the session and reported that staff in the judge’s office began a phone conversion to a PBX system. Commissioners Jim Westermann (Pct. 1), Sara Colando (Pct. 2) and William "Mo" Morrow (Pct. 4) were present; Commissioner Ruben Ortega (Pct. 3) was absent. Father Michael Wallens delivered the invocation.
The most consequential votes came on emergency-management and facilities items. Judge Henington presented a proposed burn ban; Commissioner Morrow moved to enact a countywide burn ban from May 31, 2025 through July 15, 2025, Commissioner Westermann seconded, and the motion passed 4-0. The ban was described to the court as a preventive public-safety measure amid reported pest activity in the region.
On facilities, Judge Henington presented a DH Pace quote to replace 20 rolling doors across county offices, with an estimated cost of $33,000. Judge Henington moved to approve the DH Pace proposal; Commissioner Morrow seconded and the court approved the contract 4-0.
Financial matters included approval of the general bills and a separate budget amendment brought forward by Comptroller Malynda Richardson. Commissioner Sara Colando moved to approve the general bills as presented; Commissioner Jim Westermann seconded and the motion passed 4-0. Comptroller Richardson then presented a budget amendment; Commissioner Morrow moved approval, Commissioner Westermann seconded and the motion passed 4-0. Richardson also reported that the county is transitioning financial software to Tyler Technologies; no implementation details or dollar amounts for the budget amendment were specified in the court record.
Robert Alvarez, executive director of Brewster County Tourism, delivered a routine update on marketing and visitation and presented a contract for an Alpine Cowboys sponsorship. Commissioner Colando moved to approve the sponsorship contract; Commissioner Westermann seconded and the motion passed 4-0.
Other business included a general report from Road & Bridge Superintendent Johnny Salcido and an informational update on the Big Bend Public Library by volunteer Dale Weiss; neither item required formal action. The court scheduled its next regular meeting for June 10, 2025 at 9:30 a.m. and adjourned at 10:46 a.m.
Actions taken were recorded as unanimous among the four attending members when votes were held; Commissioner Ruben Ortega was listed as absent.
