The Madison County Board handled a slate of routine business on Dec. 16, approving bids, appointments and contract awards across committees. Highlights and recorded outcomes are summarized below.
Appointments and personnel • David Tanzyus — Appointed Administrator of Madison County Community Development effective Jan. 11, 2021 at an annual salary of $98,000. Motion moved by Mr. Walters, seconded by Mr. Madison. Vote: AYES 21, NAYS 4 (Malone, Minner, Petrillo, Glasper). (Resolution adopted.) • John Stirton — Appointed to the 708 Madison County Mental Health Board for a four‑year term ending 12/29/2023. Vote: AYES 22, NAYS 3 (Holliday, Minner, Petrillo). (Resolution adopted.) • Multiple trustee and commission appointments (Ryan Kneedler; William Meyer; Cedric Irby) were read and adopted by voice vote.
Procurement and equipment • Purchase of Eleven (11) Motorola APX1500 mobile radios and equipment for the 911 Emergency Telephone System Department from Motorola Solutions for $36,244.78 under the STARCOM21 IL contract. Vote: AYES 25, NAYS 0.
Transportation and materials contracts (reported by Transportation Committee) • Recommended awards for precoated galvanized corrugated steel pipe and galvanized corrugated steel pipe were reported; committee recommended Metal Culverts, Inc. as low bidder (Precoated: $10,903.20; Galvanized: $8,910.48). • Motor Fuel Tax (MFT) maintenance material proposals and Road District MFT proposals were reported with low‑bid recommendations to Mike A. Maedge Trucking, Beelman Logistics, Bluff City Minerals, Christ Bros. Asphalt and others; all awards subject to Illinois Department of Transportation approval.
Budget/finance • November claims and transfers report presented (grand totals recorded in the finance packet). The Finance & Government Operations Committee recommended adoption of claims and transfers as presented.
Zoning and planning • Several zoning petitions (Z20‑0061, Z20‑0062, Z20‑0066) were approved as recommended by the Zoning Board of Appeals and Planning & Development Committee. One petition (Z20‑0063, 155‑foot monopole) was denied by the board (see separate coverage). • Z20‑0067 (rezoning for a 10.62‑acre self‑storage facility in Jarvis Township) was sent back to committee for further review by unanimous motion (AYES 25, NAYS 0).
Next procedural step: The County Board recessed this session until Wednesday, Jan. 20, 2021. Committees will process implementation steps (contracts, grant submittals, and follow‑up reports) as required by departmental staff and state agencies.
