Director Virginia (Ginny) Barmore made the motion to pursue the proposal; Director Cecil Lee seconded. The motion passed by a 6‑0 vote. The minutes record that the board authorized obtaining a proposal but did not record any detailed scope, cost estimate or subsequent contracting steps; those items remain to be provided by ICF and considered by the board at a later meeting.
