RCGCD attorney Bill Dugat to retire; board discusses staying with Bickerstaff

At the June 20 meeting the board discussed the upcoming retirement of long-time district attorney Bill Dugat, who said he will retire at the end of December 2024 and noted that the contract is with the law firm Bickerstaff. Dugat told the board the district would not be required to issue a Request for Qualifications if it wished to stay with the same law firm; the district would need to issue an RFQ only if it wanted to solicit other attorneys.
General Manager Greg Perrin recommended the district remain with Bickerstaff. Directors Ginny Barmore and Benjamin Burnham expressed that they like the firm’s hands-on approach and attendance at meetings; Director Luke Brown said he hopes counsel will travel to attend meetings at least quarterly. Vice President David Dominguez noted the firm has supported the district from its inception and favored retaining the firm. The board did not take formal action on the transition at the meeting.
