Reeves County Groundwater board approves audit, funds SwRI research and OKs tax-collection agreement

At its July 18 meeting in Pecos, the Reeves County Groundwater Conservation District approved its 2023 financial audit, authorized budgeted support for Southwest Research Institute work near San Solomon Springs, and adopted a tax collection agreement with Reeves County Appraisal District; several routine financial reports and payments also passed unanimously.
The Reeves County Groundwater Conservation District board met July 18 in Pecos and approved a slate of routine financial items, including the 2023 financial audit, a contribution to the Southwest Research Institute for watershed research, and a tax collection agreement with the Reeves County Appraisal District.
Doak Painter presented the 2023 audit; Director Cecil Lee moved to accept it and Director Benjamin Burnham seconded. The motion passed 6-0. The board also reviewed and approved the June financial statements after General Manager Greg questioned a Special Projects payment listed as $15,000 to the Southwest Research Institute (SwRI). Amber, a district staff member, said the invoice from SwRI showed $15,000 and that the district must pay the invoiced amount; directors approved the financial statements 6-0.
Directors voted 6-0 to contribute budgeted support to SwRI to continue research in and around the San Solomon Springs watershed. The motion to approve the contribution was made by Burnham and seconded by David Dominguez.
The board approved the second-quarter investment and drought reports, each by a 6-0 vote. Members also approved payment of June bills after staff recounted a lost check for a 432 Printing invoice; the district canceled and reissued the payment. The board unanimously approved the minutes of its June 20 meeting.
By resolution the board approved a tax collection agreement with the Reeves County Appraisal District, again on a 6-0 vote. During budget discussion members confirmed the district's tax rate at 0.003% (down from 0.0035% the prior year) and noted payroll and lease considerations. The board set its next regular meeting for Aug. 15, 2024, and adjourned at 6:21 p.m.
