Reeves County groundwater board approves six Historic Use Permits for Wise Assets

At its June 20 meeting in Pecos, the Reeves County Groundwater Conservation District voted unanimously to approve six Historic Use Permit applications filed by Wise Assets covering multiple tracts totaling several thousand acres.
The permits, listed in the board packet as items 6a–6f, specify acreage, requested annual volumes and pump capacities. Highlights from the submitted permit materials include: Permit #6387 (3,570 acres; requesting 13,025 AF/YR production; 8,075 GPM pump), #6388 (1,120 acres; requesting 6,720 AF/YR; 4,900 GPM), #6389 (1,994 acres; requesting 9,000.58 AF/YR; 5,580 GPM), #6390 (712.28 acres; requesting 4,273.68 AF/YR; 3,620 GPM), #6391 (729 acres; requesting 4,374 AF/YR; 7,000 GPM), and #6392 (734 acres; requesting 2,580.81 AF/YR; 1,600 GPM). The applications list uses including public water supply, industrial, irrigation, transport outside the district, commercial activities, oil-and-gas rig supply and fracking.
Vice President David Dominguez presided. Director Ginny Barmore moved to approve the Historic Use Permits as presented; Director Luke Brown seconded the motion. The motion carried 4-0, with Directors Ginny Barmore, Luke Brown, Benjamin Burnham and Vice President David Dominguez voting in favor.
The board briefly discussed Transportation Fees and the Transportation Permit Application; attorney Bill Dugat and staff clarified that transportation permits were not being approved at the meeting.
The approval authorizes the district staff to record the board’s decisions consistent with the permit applications as presented; no additional conditions or modifications were recorded in the minutes. The board did not take separate action on individual transportation permits at this meeting.
The board set its next regular meeting for July 18, 2024.
