Rock County commissioners approve claims, appoint committee member and table equipment, utility decisions

At their Aug. 6 meeting in Bassett, the Rock County Board of Commissioners approved minutes, fee reports and claims, appointed Faye Smith to a Hospital/Ambulance/County committee, and tabled decisions on a road groomer and an Ainsworth Electric right-of-way application to August meetings.
The Rock County Board of Commissioners met Aug. 6, 2024, in Bassett and handled routine business including approvals of prior minutes, fee reports and county claims. Chairman Wade Hollenbeck presided; Commissioners Sybrant and Commissioner Faye Smith were present, and Daunitta Buoy serves as county clerk.
In early business the board approved the July 16 regular meeting and July 23 special meeting minutes and adopted the published agenda. By unanimous votes the board also approved the July fee reports for the sheriff, clerk and clerk of district court and approved the August claims as presented.
On infrastructure matters commissioners discussed a road groomer demonstrated for Rock and Brown counties but tabled the item for further consideration until the Aug. 20 meeting so staff can gather more information. They noted repair work will begin soon on a road at Twin Lakes that has dried up.
An application from Ainsworth Electric to construct utilities within the county right-of-way was discussed and likewise tabled until the Aug. 20 meeting; Road Foreman W. Reynolds (not present at the meeting) was assigned to contact Ainsworth Electric to clarify questions on the application.
County Clerk Daunitta Buoy reported receiving a request for county burial assistance; County Attorney K. Arganbright contacted the Nebraska Department of Health and Human Services, and the claim will be routed to Lincoln County because the applicant had not resided in Rock County for a full calendar year.
Tracey Booth, Rock County emergency manager, briefed commissioners on a storm declaration filed with the state for storms occurring June 20–July 3. Booth described the anticipated small-project filing as a training opportunity for the road foreman and clerk to gain experience with disaster declarations.
Les and Ed Hall discussed Carns Bridge; Wade reported the bridge will be advertised for bids beginning Aug. 29 with a two-week bid period. David Seadore updated the board on front steps and a handicap ramp project; Stout Welding is preparing a bid for stair and ramp rails and the remaining stucco and sealant work and a cracked sidewalk south of the sheriff's office were noted.
Sheriff Ben Shelbourn presented an invoice from Platte Valley Communications for $5,060 to replace antennae on the water tower serving both the road department and sheriff's office, and he discussed needed radio updates. He also provided the Jail Standards Report from the Commission on Law Enforcement and Criminal Justice, which showed no findings for Rock County.
During appointments Commissioner Sybrant moved and Chairman Hollenbeck seconded a motion to appoint Faye Smith to a committee concerning Hospital, Ambulance and County coordination and to name Daunitta Buoy as an alternate; the motion carried unanimously.
The board audited and approved a detailed set of claims covering general county expenses, road crew costs and other items. Noted line items included a ramp charge of $10,684.25 and E911/repeater repair of $5,060.00. The meeting adjourned at 12:42 p.m.; the board scheduled a budget workshop for Aug. 19, 2024 at 9:00 a.m. and the next regular meeting for Aug. 20, 2024 at 9:00 a.m.
