The Rock County Board of Commissioners voted July 16 to join a five‑year NC Region 911 call‑handling equipment contract with Lumen/Vesta, approving the vendor’s $191,319.70 quote and assigning Rock County a $27,331.00 share of the regional cost.
Sheriff Ben Shelbourn and Emergency Management Manager Tracey Booth presented three bids for NC Region 911 call‑handling equipment: Solacom ($100,000.00), Lumen/Vesta ($191,319.70) and Central Square ($196,082.01). Commissioners voted to accept Lumen/Vesta’s proposal (motion by Commissioner Smith, seconded by Commissioner Kathleen Sybrant). Chairman Wade Hollenbeck and Commissioner Smith joined Sybrant in a roll‑call approval; the motion carried.
The board also addressed local staffing and equipment needs for the sheriff’s office. Sheriff Shelbourn reported an application for a part‑time evening/weekend dispatcher and mentioned a fully equipped Brown County patrol unit for sale (about 100,000 miles, listed at $20,000). The board took no action on purchasing the patrol unit or on hiring during the meeting.
Separately, the commissioners approved a 10% hourly wage increase for dispatchers for fiscal 2024–25 (motion by Smith, seconded by Hollenbeck). That pay increase passed by roll call; Sybrant was recorded absent for the vote. The board also discussed hiring another part‑time dispatcher but did not authorize a hire during the session.
The Lumen/Vesta contract is for equipment and call‑handling services for the NC Region; the purchase will be split among participating counties (Antelope, Boyd/Holt, Brown, Cherry and Rock counties were listed in the presentation). The board did not attach further conditions in the public record; procurement documentation and invoicing schedules were not specified in the minutes.
