Rock County, Keya Paha approve amended resolution confirming federal funds for Carn’s Bridge project

Rock County commissioners met jointly with Keya Paha County on Oct. 15 in Bassett and approved an amended resolution affirming the availability of federal funding for the Carn’s Bridge project (ER-1895(2)). The board added a paragraph to Resolution 2024-16 stating that funding for this specific project has been obligated and will be available for payment as the project progresses.
The amendment followed comments from Department of Roads representatives Paul Kieper and Jodi Gibson, who told the joint meeting that the Federal Highway Administration had already obligated the federal share and would not be recalling those funds. Commissioners discussed the resolution language and agreed to include the amendment before signing. Commissioner Wade D. Hollenbeck moved to approve Resolution 2024-16 as amended; Commissioner Colby Sybrant seconded. The roll-call vote was recorded as all for, none against; the motion carried.
The resolution also contains a clause that if the Federal Highway Administration rescinds, limits, or defers payment of the federal share, the county agrees to provide funds to cover costs until federal funds are allowed and paid. During the joint session the Department of Roads’ representatives stated the funds are already obligated and available for payment as the project proceeds. Keya Paha County commissioners left the meeting at about 2:00 p.m.
The counties executed Resolution 2024-16 with the amendment clarifying the status of allotted federal funds; the minutes record no further conditions or changes to the project authorization.
The project now proceeds with the counties’ amended commitment in place; the minutes do not list construction dates or a contractor. The county attorney’s involvement was noted for related procedural matters.
