County staff expect Volpe RAMI final report soon; OSAC asked to provide high-level comments

Open Space and Trails staff told the Summit County Open Space Advisory Council that Volpe, the RAMI consultant, should be sending the county a final RAMI report in the coming weeks and that staff would like OSAC to provide high-level comments on the report rather than detailed, trailhead-level suggestions. Staff said a capital plan is not part of Volpe’s scope of work and that staff will identify jurisdictional ownership of each trailhead and prioritize next steps.
Council members asked whether a capital plan would be included; staff reiterated that Volpe’s scope excludes a capital plan. Staff also described that when specific trailhead improvements reach the design stage, the U.S. Forest Service and towns or the county will need to complete NEPA and other public feedback processes as appropriate.
Next steps: staff will circulate the final RAMI report when received, seek OSAC high-level comments, and later present detailed items during implementation discussions where jurisdictional ownership and capital implications have been clarified.
