Volpe RAMI study proposes tiered upgrades for 180 trailheads; OSAC seeks prioritization and funding plan

Ben Rassmussen of the Volpe National Transportation Center presented the RAMI (Recreation Access Management Initiative) findings and recommendations for the Upper Blue trailheads to the joint OSAC/BOSAC meeting.
Volpe staff said they analyzed existing plans and on-site conditions and proposed a four-tier system for the county's trailheads. Across the county, Volpe identified 180 trailheads and recommended increasing amenities or moving 22% of them into higher tiers; in the North Breckenridge batch, 26% would move up one tier. Recommendations fall into categories including transit access, bike and pedestrian access, and infrastructure improvements such as parking and bike racks.
Council and commission members discussed bike parking and whether riders typically continue past trailheads; members asked if a final consolidated plan would be adopted jointly by the County, Town, and Forest Service. Forest Service staff suggested Volpe could continue consulting on the most complex sites.
Members asked staff to return a prioritization schedule and potential funding mechanisms and to flag low-effort, high-reward improvements for near-term implementation. No final adoption was recorded at the meeting; members were asked to provide feedback on whether the effort was focused on the right trailheads.
Ben Rassmussen emphasized that the study's role is to provide a data-driven framework for prioritization and that subsequent local review and formal adoption processes would determine implementation and funding.
