Bedford County commissioners approve CDBG reallocations, appointments and personnel actions; broadband tower work to start in January

Marty Malone of ATCS told the board that work on three county broadband towers will begin in January 2026 with Cottle's Construction as contractor and an anticipated finish by the end of July 2026. "Everything is moving forward on the three towers with Cottle’s Construction beginning in January 2026 with an anticipated finish date of by the end of July 2026," Malone said. He said the work is funded through an ARC grant.
On Community Development Block Grant matters, the board approved a budget revision moving $53,443 from the 2024 CDBG housing rehab allocation to a Broad Top Township Senior Apartment activity and approved Amendment No. 2 to extend the "to be expended by" date for Center for Community Action services to Feb. 6, 2026. Jeffrey Fellers, the county's CDBG administrator, provided overviews of both actions.
The commissioners also handled multiple appointments and personnel items: they reappointed Kirt Morris and Bette Slayton to five‑year terms on the Bedford County Industrial Development Authority, accepted the resignation of James D. Edwards from the Bedford County Airport Authority Board and the Bedford Fulton Joint Recreation Authority effective Dec. 31, 2025, and approved reappointments to the Airport Authority (including Jim Vreeland and Debra Brown). The board approved amendments to the Bedford Fulton Joint Recreation Authority Articles and bylaws to increase membership and stagger initial terms, and corrected appointment records for the Agricultural Preservation Board.
Personnel actions recorded and approved included several new hires at the Bedford County Correctional Facility and 911 telecommunicator positions, a missed transfer that was corrected and several separations. The minutes list individual names and effective dates for each action.
