Greenville council OKs Act 51 transit application, food‑truck permit and turnout‑gear purchase

Greenville’s City Council on Jan. 17 voted to seek state operating assistance for local public transportation, approved a weekly food‑truck permit for a Chick‑fil‑A operator and authorized the purchase of five sets of turnout gear for the Public Safety Department.
The council adopted Resolution No. 23‑01, a formal statement of intent to apply for fiscal‑year 2024 state formula operating assistance under Act 51. The resolution certifies that eligibility documentation has not changed, affirms reviewed performance indicators and approves a proposed budget and funding mix that lists estimated federal funds of $62,623, estimated state funds of $120,323 and estimated local funds of $175,000 for total estimated expenses of $347,905. The council also appointed City Manager George Bosanic as the Transportation Coordinator authorized to represent the city on Act 51 matters. The motion passed 6–1 (Ayes: Cunliffe, Scoby, Barrus, Moss, Linton, Johnson; Nay: Lehman).
Council members approved the food‑vendor application of Hank Schemmel of Chick‑fil‑A to operate a weekly food truck at 10772 W. Carson City Road (the Walmart lot). The permit is limited to one weekly appearance from Jan. 17 through Dec. 31, 2023; it must comply with health‑department rules, not impede traffic or adjacent businesses, and the applicant must pay the city’s vendor license fee. The permit is suspended for the Danish Festival, Aug. 17–20. The motion was moved by Councilperson Moss, seconded by Councilperson Lehman and adopted unanimously.
The council also awarded a bid for five sets of personal protective turnout gear to Dinges of Amboy, Illinois, in an amount not to exceed $17,830. The award was moved by Councilperson Cunliffe, seconded by Councilperson Johnson, and approved unanimously.
Councilmembers voted to enter an executive session to discuss the purchase of real property; the meeting went into executive session at 7:29 p.m. and returned to open session at 7:43 p.m. After reconvening, Councilperson Moss moved to adjourn; the meeting ended at 7:45 p.m.
Other consent‑agenda items adopted at the meeting included approval of Jan. 3 meeting minutes, payroll for the period ending Jan. 7 totaling $176,499.59, accounts payable through Jan. 10 totaling $292,395.03, Planning Commission minutes and its 2022 annual report, quarterly bank and investment reports, and the mayoral reappointments of Ruth Lubben to the Zoning Board of Appeals (term to 12/31/2025), Darci Cole to the Flat River Community Library Board of Trustees (term to 12/31/2026) and Jeff Marshall to the Historic District Commission (term to 12/31/2025).
