Sullivan County commissioners approve $375,053.50 regional drug-and-alcohol services grant and several county contracts

The Sullivan County Commissioners on Jan. 13 unanimously approved a $375,053.50 grant for drug and alcohol services covering Jan. 1, 2026–June 30, 2030, and a set of smaller grants and contracts including a PEMA hazardous materials grant, Clear Ballot election testing support and a mental-health joinder with The Main Link.
The Sullivan County Commissioners voted unanimously on Jan. 13 to approve a $375,053.50 grant agreement with the Commonwealth of Pennsylvania’s Department of Drug and Alcohol Programs to fund drug and alcohol services shared between Bradford and Sullivan counties, covering Jan. 1, 2026, through June 30, 2030. Commissioner Scott D. Myers moved the measure; Commissioner Brian Hoffman seconded.
The board also approved several other county agreements and grants during the meeting. Commissioner Brian Hoffman moved to accept a FFY 2025–26 Hazardous Materials Response Fund grant from the Pennsylvania Emergency Management Agency (PEMA) to Sullivan County for $1,810; Commissioner Darlene Fenton seconded and the motion passed unanimously. The commissioners discussed the term and amount of the larger drug-and-alcohol agreement before approving it.
County leaders approved a contract quote from Clear Ballot Group Inc. for ballot review post-programming and on-site Logic and Accuracy testing support for the May 19, 2026 primary election at a cost of $4,200; Commissioner Darlene Fenton moved the acceptance and Commissioner Hoffman seconded. The board also approved a Bradford–Sullivan County joinder agreement on behalf of the Bradford/Sullivan County Mental Health Program and The Main Link, effective July 1, 2025, through June 30, 2026.
Other actions included approval of an intergovernmental agreement among the county, the Sullivan County Sheriff’s Department and the Court of Common Pleas, Domestic Relations Section (effective Oct. 1, 2025–Sept. 30, 2030), and an agreement naming Kenneth R. Levitzky to serve as solicitor to the Domestic Relations Section for the same term. A proposed certification that LOGISYS software and documentation had been destroyed was tabled pending confirmation from Sullivan County Emergency Services.
All measures recorded in this article were approved by unanimous voice vote as recorded in the meeting minutes. The commissioners scheduled the tabled Williams Companies Foundation $1,000 grant (via Tulsa Community Foundation) for further consideration at the Jan. 27, 2026 meeting.
