At its April 7 meeting, the Spencer County Fiscal Court approved a $1,250 donation to the Spencer County Historical and Genealogical Society for a sign at Pioneer Cemetery and filled a Sanitation District vacancy.
Esq. Travis moved (seconded by Esq. Cotton) to donate $1,250 for the cemetery sign; the motion passed by unanimous voice vote. The court also moved to appoint Patty Loeser to the Sanitation District (motion by Esq. Cotton, seconded by Judge Travis) after brief discussion of her qualifications.
On the nuisance ordinance update, the County Attorney explained draft changes and Court members debated a proposed exemption for farms. Esq. Pharris objected to broad farm exemptions, saying farms "should not be able to have multiple junk pieces of equipment and vehicles," while Esq. Eldridge argued farms should be exempt from restrictions. Judge Travis proposed addressing non‑farm properties in the current draft and handling farm‑specific rules later; no ordinance vote was taken.
After an executive session, the court approved several personnel and procurement actions recorded in post‑session minutes: payment of two repair bills for a Sheriff's cruiser (totaling $10,228.42), termination of Rachel Showalter at Spencer County Animal Control, appointment of Dakota Whitehouse as Assistant Road Foreman with no pay change, hiring of Tommy Cotton to the Parks Department at $17.50 per hour (Esq. Cotton abstained), and hiring of Bailey Todd at Animal Control at $17.50 per hour. The court adjourned at about 12:02 p.m.
Court members said they will return to some items — notably Waterford Park signage, animal‑shelter HVAC estimates, and nuisance‑ordinance refinements — at future meetings.
