Fiscal Court approves zoning amendments to allow micro-boutique wineries, signs off on several rezoning requests

Spencer County Fiscal Court recorded the adoption of multiple zoning ordinances on June 2 that revise local commercial zoning rules to allow "micro-boutique winery" operations in neighborhood (B-1), general (B-2) and heavy (B-3) commercial zones.
The court's minutes list three adopted ordinances (Proposed Ordinances Nos. 21, 22 and 23, Fiscal Year 2024'2025 series). Each ordinance amendment was approved on recorded motions with all members present voting "Aye." The minutes show the Court approved the zoning changes on the motion of various members, with the clerk attesting the votes.
The meeting also recorded the Court's approval of several individual rezoning applications submitted with planning commission recommendations: the zoning application of Linda Denzik for Jason King (AG-2 to B-3 on 5.066 acres on Taylorsville Road) was approved with a binding element limiting the use to a low-impact electrical contractor space unless returned for further review; and an application for Christopher David Redmon and Little Mount Baptist Church (AG-1 to R-1 on 0.388 acres at 6041 Little Mount Road) was approved based on the planning commission's findings of fact.
At the planning commission meeting portion of the packet, Barry King spoke about purchasing a back parcel in 2006 to create a buffer and said he intends to transfer part of his land to his grandson so the younger family member can build a home. The planning commission voted to recommend rezoning linked to that parcel; the fiscal court set the first reading of the corresponding ordinance for June 16, 2025.
Why it matters: the B-1/B-2/B-3 amendments open a defined pathway for small-scale winery operations in certain commercial zones; approved rezoning applications will change land-use options for the specific parcels recorded in the minutes. Several approvals included explicit binding elements and conditions recommended by the planning commission.
