Spencer County Fiscal Court on Aug. 18 approved two EMS hires and a vendor arrangement with BoundTree to centralize medical supply purchases and implement a barcode‑based inventory and narcotics tracking system.
EMS Director Robert Klinglesmith presented staffing adjustments and the BoundTree proposal. The court approved the hires for Kayle Miller (full time, 12‑hour EMT at $19.12/hr.) and William Rucker Jr. (part time paramedic at $19.20/hr.) pending hiring requirements (motion by Esq. Stump, seconded by Esq. Cotton; voice vote, all "aye").
Klinglesmith described the BoundTree rebate schedule and licensing for inventory and narcotics tracking (enterprise narcotic tracking licenses, barcode printers and scanners). Under the agreement, BoundTree will provide licenses and some equipment contingent on minimum annual purchase commitments; rebate language in the packet indicated license rebates contingent on meeting purchase thresholds over three years. The court approved EMS’s recommendation to use BoundTree for medical supply purchases to capture the rebate/commitment benefits (motion by Esq. Pharris, seconded by Esq. Stump; voice vote, all "aye").
The EMS director characterized the system as recommended (not mandated) and said it would support DEA‑recommended controls for controlled medications by implementing barcode scanning and electronic logs.
What to expect: EMS staff will proceed with hires and migrate supply ordering to BoundTree under the rebate agreement; the county will track purchase commitments and confirm rebate eligibility as purchases occur.
