The session record shows Judge Scott Travis moved to return the court to open session; the motion was seconded by Esq. Cotton and passed by unanimous voice vote at about 12:52 p.m. The minutes note that no formal decisions were made during the executive session.
Esq. Stump moved to table a prior motion by Esq. Cotton that would have canceled the Elder Construction contract. The court voted 4-1 in favor of tabling the cancellation; the minutes record Esq.
