Spencer County approves Waterford Park soccer upgrades with contractor and safety conditions

The Spencer County Fiscal Court on Nov. 17 voted unanimously to allow the Soccer Association to improve fields and the concession stand at Waterford Park, after the association’s representative detailed netting, fencing and remodeling plans.
Josh Drake, speaking for the Soccer Association, asked the court for permission to install three tall net backstops behind goals on fields 6, 8 and 9, add a shorter fence along the creek at field 8 and remodel the concession stand with a single larger serving window, new cabinets, a commercial refrigerator and a three‑bay sink. Drake said the Association would not ask the county to pay for the work and hoped to complete construction over the winter or by the start of the spring 2026 season.
Judge Executive Scott Travis moved to approve the projects with conditions. The Court required the Association to coordinate with the county’s Parks and Maintenance departments, comply with Kentucky’s call‑before‑you‑dig requirements when installing posts, provide a hold‑harmless agreement protecting the county from injury claims, and ensure any contractors have a Spencer County business license. The motion, seconded by Esq. Stump, passed on a unanimous voice vote.
The judge directed the association to work with county staff and confirm contractor licensing before work begins. No timeline beyond the Association’s stated goal of completing the work before the 2026 spring season was mandated by the Court.
