Simpson County Fiscal Court: votes and approvals from Jan. 7 meeting

Simpson County Fiscal Court met Jan. 7 in the Historic Courthouse and moved through a series of routine and substantive votes, including the final adoption of a zoning text amendment and multiple budget and administrative approvals.
The court gave second reading and final passage to Ordinance No. 920.126 to insert the words “Daycares and Nurseries” into Conditional Use in an Agriculture (AG) zone. Magistrate Jeffrey Burr moved the ordinance’s adoption and Magistrate Myron Thurman seconded; the motion carried with Burr, Thurman, Marty Chandler and Judge/Executive Mason Barnes voting yes.
The court approved first reading of Ordinance No. 530.63 to reduce speed limits under KRS 189.390(5)(a), setting Perdue Road at 25 mph and Russellville-Gallatin Road at 45 mph. Thurman moved the first reading, Burr seconded, and the vote was unanimous.
Design quotes of $6,000 each were approved for studies on Harris School Road and on Kummer Road; the motions passed on unanimous votes.
The court approved multiple 2025 fiscal items: Simpson County Clerk Austin Johnson’s $7,245,057.00 budget (including a 3.5% employee pay increase) and Simpson County Sheriff Jere Hopson’s $3,399,861.00 budget (including a 3% employee pay increase). The court also approved Annual Orders setting maximum deputy payroll amounts: $444,252.00 for the County Clerk’s deputies and $2,739,426.00 for deputies and assistants in the Sheriff’s office.
Three budget transfers were approved: $8,985.00 reallocated to Workers Compensation from Equipment Maintenance/Repairs; $2,668.25 shifted from the Sheriff – Vehicle Maintenance/Repair line to Reserve for Transfers; and $600.00 moved from the same maintenance line to Reserve for Transfers. The court recorded one dissenting vote (Magistrate Chandler) on at least one of the transfers.
The court reviewed and approved a multi-page list of bills and claims submitted for payment, covering payroll, vendor invoices and departmental charges.
The court voted to enter executive session at 9:26 a.m. under KRS 61.810(1)(f) for matters that might lead to appointment, discipline or dismissal of an individual employee; the body reconvened at 10:23 a.m. The meeting concluded with authorization for County Attorney Sam Phillips to draft a letter to the City of Franklin seeking a notice of termination for the interlocal Planning & Zoning agreement under Article 4.1 and the court’s adjournment at 10:27 a.m.
The minutes and financial statements were approved as presented and the Judge Executive and Treasurer were authorized to sign the December financial statement subject to audit.
