Russell County approves multiple fund transfers, moves $175,000 to jail fund

Judge Marcum said the transfers were needed to address jail funding shortfalls.

The court approved the $175,000 transfer from the General fund to the Jail fund, two separate $15,000 transfers from the ABC fund to the Jail fund and a $15,000 transfer from General to the Airport fund. The $175,000 transfer was moved and seconded (Magistrate Mickey Garner; Magistrate Steve Richardson) and approved without recorded opposition. Earlier in the meeting, a motion to pay the submitted bills passed on a 4–1 roll call (Magistrate Zach Wilson, Terry Waddell, Larry Skaggs and Steve Richardson voted yes; Magistrate Mickey Garner voted no).
The court also approved a separate $15,000 transfer from the ABC fund to 911 and a $1,500 transfer from General to the Emergency Shelter fund. Magistrate actions authorizing each transfer were recorded on the meeting minutes.
What’s next: The pre‑approval of AE transfers is intended to streamline in‑year budget adjustments; specific line‑item changes will still be reflected in later public records and next month’s meeting packet when applicable.
