Russell County awards road, asphalt and materials contracts; accepts KYTC flex-road list

Treasurer Kim Blanchet told the court that KYTC District 8 had provided a list of roads proposed for flex funding and that the county had $340,508 available for flex projects. The court accepted the flex-road list and funding allocation on a motion passed without opposition.
Bids opened and accepted during the meeting included janitorial supplies (Norvex and Kerr Supply, both accepted to allow county shopping), fuel (Premier Energy awarded), asphalt and asphalt-services proposals (Selby Asphalt Maintenance; Gaddie Shamrock; Rogers Group), chip-seal and stone suppliers, and EZ Street bulk and bagged asphalt products. The court accepted the presented bids and recommended contracting approaches; several bids included pricing subject to the Kentucky highway/price index and provisions for hauling or minimums.
Magistrates noted that some asphalt pricing would be quoted weekly to reflect market changes and that responsibility for oil and stone for chip-seal work would be the county's in some contracts. Specific terms differ by vendor: some bids base price on the state index, others provide fixed rates with hauling surcharges and per-mile adjustments.
Why it matters: The accepted contracts and state flex funding set the county's near-term road-maintenance program and determine vendor relationships and cost formulas for paving, chip-seal and material purchases.
The court approved the procurement motions unanimously during its regular meeting; final contract execution and project scheduling will follow standard county procurement and road-foreman approvals.
