Russell County Fiscal Court hires road worker, appoints budget committee members and approves fund transfer

County Judge Executive Randy Marcum and the Russell County Fiscal Court met in a called session Friday at the Russell County Courthouse and approved a series of routine personnel, budget and property actions.
Judge Marcum said the road department had an opening and that the court had received an application from Ryan Cooper; he told the court he recommended hiring Cooper. "We had a road opening and we had received an application from Ryan Cooper," Marcum said. Magistrate Mickey Garner moved to hire Cooper, Magistrate Steve Richardson seconded, and "all were in favor, none opposed," the minutes state.
Marc um also proposed appointments to the county budget committee for fiscal year 2025-26. Marcum named Magistrates Mickey Garner and Steve Richardson for the committee; the court approved the appointments by motion.
The court approved a corrective transfer after Marcum said the county needed to "transfer $2,083.33 from ABC to Dispatch to correct a deposit error." Magistrate Steve Richardson moved to approve the transfer, Magistrate Larry Skaggs seconded, and the motion passed unanimously.
Marc um reported the Russell County Industrial Development Authority had asked for a partial release on some county-owned property so the former drag strip could be sold. Magistrate Mickey Garner moved to authorize the judge to sign the partial release (described in the minutes as an "option to purchase" release), Magistrate Steve Richardson seconded, and the motion was approved.
Magistrate Garner moved to adjourn; Magistrate Richardson seconded and the court adjourned at 9:03 a.m. The minutes record those in attendance as Judge Executive Randy Marcum; Magistrates Mickey Garner, Steve Richardson and Larry Skaggs; County Attorney Kevin Shearer; and County Treasurer Kim Blanchet.
The meeting record does not list individual roll-call votes; for each motion the minutes report "all were in favor, none opposed."
