Russell County hears first readings of budget amendment and two amended ordinances; second readings set for February

The Russell County Fiscal Court conducted first readings of three ordinances at its Jan. 13 meeting and scheduled second readings for the February meeting.
County Treasurer Kim Blanchet read Ordinance 25-01, a proposed budget amendment to recognize unbudgeted receipts. As this was a first reading, no vote was taken. The court set a second reading for the February fiscal court meeting.
County Attorney Kevin Shearer read a proposed amendment to Ordinance 05-08/25-03 (dog ordinance). Shearer said the amendment would impose a fee for owner surrenders of dogs; because this was a first reading, no vote was taken and the item will return for a second reading in February.
Shearer also read proposed amendments to the county’s 1992 solid waste ordinance (92-1/25-02). The changes he highlighted include a requirement that anyone hauling garbage in an open vehicle secure the load with a tarp and a revision in the nuisance section to require one certified letter to property owners rather than the previous two. That amendment likewise received only its first reading and will be considered for a second reading next month.
