Russell County Fiscal Court approves routine business, closes LACTF account and funds spay-and-neuter grant

At its March 10 meeting the Russell County Fiscal Court approved minutes and bill payments, closed a LACTF account, approved a $2,646 spay-and-neuter payment to the Animal Welfare League, awarded a lawn-maintenance contract to the lowest bidder and discontinued three short county roads from maintenance.
The Russell County Fiscal Court met Monday and moved through routine administrative business, approving minutes from its Feb. 10 meeting and authorizing payment of both regular and late bills.
County Judge Executive Randy Marcum presided. Magistrate Larry Skaggs moved to approve the Feb. 10 minutes, with Magistrate Mickey Garner seconding; all members present “were in favor, none opposed.” The court later voted similarly to pay the submitted bills.
Judge Marcum presented Executive Order 25‑01, the Rescue Squad Affiliation Agreement, and the court voted to authorize the judge to sign the agreement after a motion from Magistrate Mickey Garner and a second from Magistrate Steve Richardson.
The court also approved several financial housekeeping items. Treasurer Kim Blanchet reported that the treasurer’s monthly settlement and pre‑approved AE transfers were in the meeting packet; with no questions, the court accepted those reports. The court voted to close the LACTF account (funds received for tribal counties) following a motion from Magistrate Mickey Garner and a second from Magistrate Terry Waddell.
On animal services, Judge Marcum said the county had previously pledged $1,500 toward a spay‑and‑neuter clinic and that $1,146 in grant funds had been received, leaving a single payment of $2,646 to the Animal Welfare League. Magistrate Larry Skaggs moved to pay $2,646; the court approved the payment unanimously.
The court opened three bids for lawn maintenance at the courthouse and judicial center. Bids ranged from a low of $20 per mowing for courthouse work (Travis Dixon) to higher offers from Chantz Montgomery and First Class Grass; Magistrate Steve Richardson moved to award the work to the lowest bidder, Travis Dixon, contingent on meeting the court’s expectations, with the court voting to approve the contingency award.
On roads, Treasurer Blanchet read discontinuance notices for three short county road segments: 0.219 mile of W.E. Thomas Road, 0.110 mile of Kays Drive and 0.026 mile of Paul Kean Road. Separate motions to remove each segment from county maintenance were made and each motion passed.
The court reappointed Steven Fletcher to a second term on the hospital board by unanimous vote.
The meeting concluded with no further business and adjourned at 10:35 a.m.
What happens next: Several items are completed (payments, contract award, road discontinuances); budget items that require filings (notably the detention center budget) must be processed before the April 1 DLG deadline.
