Franklin County Fiscal Court approves bridge funding, grant applications and several contract awards

Franklin County Fiscal Court met Aug. 12, 2025, and approved a string of routine resolutions, grant applications and contract awards, including a $343,295 agreement to support the Farmers Lane Bridge project.
County Judge/Executive Michael Mueller called the meeting to order at 7:20 p.m. with Squires Sherry Sebastian, J.W. Blackburn, Mike Harrod, Richard Tanner and Eric Whisman present (Squire Kelly Dycus was absent). The court first approved minutes from the July 30 meeting on a motion by Squire Sherry Sebastian, seconded by Squire Mike Harrod; five voted in favor and Squire Eric Whisman voted in opposition.
The court voted unanimously to accept a Franklin County Board of Health resolution establishing the 2025 public health tax rate for the Franklin County Public Health Taxing District and to authorize several grant applications and agreements. Those measures included an interlocal cooperation agreement with the City of Frankfort on tourism; Resolution #25-2025 to apply for 2026 Litter Abatement Grant funding from the Kentucky Energy and Environment Cabinet, Division of Waste Management; and Resolution #27-2025 to apply to Kentucky American Water’s Firefighting Support Grant Program on behalf of the Franklin County Fire Department.
Under Resolution #26-2025, the court authorized execution of a Memorandum of Agreement with the Commonwealth of Kentucky Transportation Cabinet, Department of Rural and Municipal Aid for $343,295 in funding for the Farmers Lane Bridge project. Squire Sherry Sebastian moved the resolution and Squire Mike Harrod seconded; the court approved the agreement.
The court also awarded several county contracts: the fire department boat to Marine Works; the Franklin County Sheriff’s Department roof to Ideal Roofing; and Franklin County Childcare Services contract to The Capital Academy (the transcript notes The Capital Academy was the sole bidder). The court appointed Denise May to the Franklin County Sports Tourism Commission for a term ending June 30, 2028, and approved an Arbitrage Rebate Computation Agreement with Amtec.
On the fiscal side, the court approved FY 2025–26 budget transfers and received the Treasurer’s Report. No motion was offered to deny any claim and bills were ordered to be paid as presented.
The court voted to go into closed session under KRS 61.810 (1), (C), (F) to discuss proposed or pending litigation and personnel matters, then voted to return to open session. After returning, the court authorized the hiring of Brad Mefford as a light equipment operator/driver.
