Franklin County Fiscal Court approves budget amendment and transfers; one dissent on minutes

Frankfort — The Franklin County Fiscal Court on June 30 approved a budget amendment and a series of transfers as part of routine fiscal business and accepted the treasurer’s report.
County Judge/Executive Michael Mueller presided over the regular meeting in the Fiscal Court Conference Room at 321 West Main Street. The court voted to adopt Amendment No. 4 to Ordinance No. 4-2025, relating to the fiscal year 2024–2025 budget, after a second reading; Squire Mike Harrod moved the second reading and Squire Richard Tanner seconded. The motion passed with all members present voting in favor.
The court also authorized budget transfers and cash transfers for fiscal year 2024–2025. Squire Mike Harrod moved to approve the budget transfers, seconded by Squire Kelly Dycus; Squire Kelly Dycus moved to approve cash transfers, seconded by Squire Sherry Sebastian. Both motions were approved unanimously by the court.
The court accepted the Treasurer’s Report after a motion by Squire Sherry Sebastian, seconded by Squire Richard Tanner; that motion passed with all members voting in favor.
A motion by Squire Sherry Sebastian, seconded by Squire J.W. Blackburn, to approve the minutes from the regular meeting of June 24, 2025, passed 6–1. Squire Eric Whisman cast the lone dissent on the minutes vote. No motion was offered to deny any claims, and bills were ordered to be paid as presented.
Squire Mike Harrod moved to adjourn, seconded by Squire Kelly Dycus; the court voted to adjourn, and the meeting ended at 3:32 p.m.
