Kittitas County commissioners approve consent agenda, authorize bids and adopt multiple resolutions

The Kittitas County Board of Commissioners convened Feb. 3, 2026, and approved the meeting agenda and the consent agenda, moving forward a package of contracts, resolutions and procurement actions.
Commissioner Osiadacz moved to approve the agenda as presented; Vice-Chairman Brett Wachsmith seconded and the motion carried 2-0. The board then approved the consent agenda by the same vote, advancing minutes, contracts, resolutions and procurement notices listed in the meeting packet.
Key items approved on the consent agenda included: an amendment to the county’s food-service contract for the jail with Summit Food Service, LLC (minutes list an amendment but the contract dates in the minutes appear inconsistent); a services agreement with W‑W Manufacturing Company, Inc. for timed event pens and roping boxes at the Ellensburg Rodeo Arena in the amount of $76,534.62; Change Order No. 3 for the Rodeo Grandstands project with Cascade Central Construction in the amount of $115,268.29; and deeds of transfer of development rights (conservation easements) for Spirit Wind Farm of Thorp LLC (two entries) and Granite Creek East LLC.
The board adopted several resolutions affecting county finance and advisory bodies, including Resolution No. 2026-017 (Central Services simplified indirect cost allocation plan for budget year 2026), Resolution No. 2026-079 (Kittitas County Health Department indirect cost allocation plan for the public year ended Dec. 31, 2024), and Resolution No. 2026-018 (distribution of the 2026 Hotel/Motel Tax Fund grants). The board also approved Resolution No. 2026-020 to fund Kittitas County public schools through the county Mental Health Tax to support school-based mental health services, and adopted bylaws for multiple advisory committees (Veterans Advisory Board; Mental Health and Chemical Dependency Tax Advisory Board; Homelessness & Affordable Housing Committee; and Developmental Disabilities Advisory Committee).
The board ratified Resolution No. 2026-025 authorizing the county chair’s signature on closing documents for a trust water rights purchase and sale agreement with Suncadia Resort, LLC, and authorized multiple notices of call for bids to procure crack sealant, maintenance rock, liquid asphalt and asphalt materials for 2026.
The minutes record no citizen comments on non-agenda items, no executive session, and no additional board discussion beyond the listed approvals. Vice-Chairman Wachsmith adjourned the meeting at 10:12 a.m.
