Kittitas County commissioners approve consent agenda, adopt 2025–2030 homeless plan and set public hearings

The Kittitas County Board of Commissioners met on Jan. 20, 2026, and took a series of routine actions by unanimous consent, including adoption of the county's 2025–2030 Local Homeless Plan and authorization to set multiple public hearings.
Vice-Chairman Brett Wachsmith moved to approve the meeting agenda as presented; Commissioner Laura Osiadacz seconded and the motion carried 3-0. The board then approved the consent agenda en bloc, again by a 3-0 vote, adopting the items listed in the meeting packet.
The consent items included a Personal Services Agreement with Bill Clarke to serve as Kittitas County's primary government affairs representative to the state legislature and agencies for calendar year 2026; the board authorized setting a public hearing to consider disposal of surplus county property at 925 S. Industrial Way, Ellensburg (Parcel #078533) by intergovernmental agreement with the City of Ellensburg under RCW 39.33; and set a closed-record hearing on the Parke Creek PUD rezone and plat for Feb. 3, 2026. The Clerk was authorized to publish the required notices.
The board approved Resolution No. 2026-005 to authorize agreements for recipients of public health funds for the 2026 contract year, listing recipients named in the agenda packet including Boys & Girls Club, Central Washington University, Kittitas County Health Network, Peers Rising, Upper Kittitas County Senior Center and HopeSource. The board also approved Amendment No. 7 to the Consolidated Contract (CLH32055) with the Washington State Department of Health, increasing the contract by $121,206 to a revised maximum of $4,129,735; the amendment covers the contract period beginning July 1, 2025, through Dec. 31, 2026 (the meeting record contained an internal date error that the board clarified as the 2026 contract year).
The board adopted Housing Resolution No. 2026-006, formally adopting the Kittitas County 2025–2030 Local Homeless Plan. The resolution was approved as part of the consent agenda and recorded as adopted.
Other items approved or acknowledged by the board included an interlocal agreement with the Washington State Parks and Recreation Commission for boating safety and education services through Sept. 30, 2026; an agreement with Public Safety Psychological Services to provide evaluations and interviews for applicants and reserve service through Dec. 31, 2028; and acknowledgement of a Memorandum of Understanding between the Kittitas County Sheriff's Office and the Sheriff's Office Association to support a newly created K9 program.
The board set an additional public hearing on Feb. 3, 2026, at 2:00 p.m. to consider disposal of surplus public works equipment under RCW 36.34.080. It also approved Resolution No. 2026-008 for County Road Project No. 323-26 to install delineation (embedded LED markers and/or guideposts) and edge-line rumble strips on portions of county roads, and authorized the chair's signature on an interlocal agreement with the Confederated Tribes and Bands of the Yakama Nation for Springwood Ranch stewardship via a Washington Department of Ecology grant agreement (Resolution No. 2026-009).
