Residents ask Fleming County Fiscal Court to begin adopting Pacific Avenue into county road system

Residents of Pacific Avenue asked the Fleming County Fiscal Court on Jan. 14 to consider adopting their roadway into the county road maintenance system, citing deteriorating pavement, drainage issues, potential impediments to emergency vehicles in winter weather and the road’s use as a school bus route. The request came during the public-comment portion of the court’s regular meeting at the Fleming County Courthouse.
County Road Supervisor Anthony Vise told the court he was not in favor of departing from the established subdivision-roadway-adoption guidelines, saying the county must keep consistent standards for taking roads into the maintenance system. County Attorney Monica Hill advised the court that Kentucky Revised Statutes 178.025, 178.400 and 178.405 govern public-use roads and can override county administrative code provisions in such matters.
Magistrate Donnie Fawns moved to begin the statutory process for Pacific Avenue’s possible adoption, and Magistrate Joe Dunaway Jr. seconded. The court appointed Tim Smith and Mark Smith as viewers to inspect Pacific Avenue and make a recommendation and instructed residents to submit a new petition. A roll call recorded Taylor Hunt, Richie Kielman and Ray H. Money voting yes; the motion carried.
Next steps: the appointed viewers will inspect the roadway and report back with recommendations; residents will be required to sign a new petition to continue the adoption process. No timetable or estimated costs were provided during the meeting.
