Fleming County Fiscal Court approves FY2025–26 budget, passes ordinances and several contracts; solar road-use agreement tabled

At its June 10 meeting, the Fleming County Fiscal Court approved the FY2025–26 budget and multiple contracts and ordinances, appointed members to area boards, approved routine financial reports and transfers, and tabled a road-use agreement for the AEUG Fleming Solar project pending submission of an Attachment A for review.
County Judge/Executive Sims called the Fleming County Fiscal Court to order at 9:03 a.m. on June 10, 2025, at the Fleming County Courthouse in Flemingsburg. The court unanimously approved the meeting agenda and the minutes of May 13, 2025.
Magistrates approved a slate of routine actions and contracts. The court appointed Wally Thomas to the Buffalo Trace Area Development District Board for a term beginning July 1, 2025, reappointed Belinda Newman and appointed Marty Voiers to the Fleming County Ambulance District Board (terms effective July 13, 2025). The court approved a $1,000 annual donation to CASA and authorized submission of the FY2025–2026 waste tire funding application.
The court approved agreements with JM Wood Auctions and with Worldwide Equipment to purchase a 2026 Mack truck, and authorized surplusing the 2025 Mack truck for sale at JM Wood Auctions. The FY2025–2026 workers' compensation agreement and the FY2025–2026 AOC Facilities Reimbursement Agreement were approved as presented. The court also approved renewal with Dalmatian Fire to perform the annual fire systems inspection for the Judicial Center.
On ordinances and policy, the court approved the second reading and passage of Ordinance 25-1426, which sets a maximum cumulative land area that Merchant Electric Generating Facilities (MEGF) may occupy in Fleming County, and Ordinance 25-1427 governing the operation of street-legal special purpose vehicles on designated county highways. During discussion on Ordinance 25-1427 members also debated raising the annual garbage permit fee to $250; County Attorney Monica Hill was asked to draft a proposed ordinance reflecting that change.
The court approved Resolution 25-1429 and the FY2025–2026 Cafeteria Plan. The court conducted its second reading and passed Ordinance 25-1417, the FY2025–2026 budget. The May 31, 2025 financial reports were accepted as presented; the minutes record fund balances and total all funds of $2,384,437.22. The court approved budget transfers, cash transfers, the FY2025–2026 standing order approving claims, Claims Reports and specified vendor payments including Heidelberg ($826.62) and payment to D. Cooper up to $4,000 to replace a dispatch exterior door.
The court approved the May 2025 County Road Maintenance Reports totaling $141,158.61. A discussion about requiring right-of-way permits for pipeline and other utility projects was held and the item was tabled for further consideration. The proposed Road Use Agreement with AEUG Fleming Solar was also tabled until the court can review a clearly identified Attachment A to the agreement. The dispatch report was approved; Dispatch Director Royse requested consideration of promoting a part-time dispatcher to full-time if the budget allows and noted all current dispatch employees have completed required training. Discussion of the local wrecker services schedule drew no action.
An annual review of the County Administrative Code produced no changes. The court moved its July meeting to Monday, July 7, 2025, at 3:00 p.m. The meeting adjourned at 9:42 a.m.
