Fleming County Fiscal Court approves budget items, appointments and contracts in routine agenda

Fleming County Fiscal Court on May 13, 2025, approved a package of routine business items by unanimous votes, including appointments to local boards, grant applications, contract approvals and budgetary actions.
The court appointed Adam Donovan to the Flemingsburg‑Fleming County Recreation Park Board (term to 5/20/2029), appointed Whitney Wilson and Kim Hester to the Fleming County Public Library Board of Trustees (terms beginning 6/1/2025), and appointed Laken Masters to the Fox Valley Recreation Park Board to fill a vacancy through 2/17/2026. The court also renewed the inmate housing agreement with Montgomery County Detention Center for FY25‑26 and approved a grant application for FY25‑26 dead animal removal assistance funding.
Financial reports for the month ending April 30, 2025 were approved; the packet lists total all funds of $2,352,195.79 (General Fund $1,402,497.89; Road Fund $125,236.36; Jail Fund $18,871.79; LGEA Fund $219,972.23; Dispatch Fund $112,600.42; Opioid Fund $266,566.26; Capital Improvement $191,940.21, among others).
Procurement and contracts approved included acceptance of lowest qualified bids for Buffalo Trace Road Commission materials and services; approval of Compass Minerals salt purchase; authorization to sign pricing and agreements with multiple road‑materials suppliers; and participation in a state contract buy‑back program for a Mack truck with resale at auction.
Personnel and benefits items approved included the FY25‑26 Annual Salary Order and health/dental/vision/life/hospital indemnity insurance rates; the court also authorized paying single‑person health insurance premiums for county employees for FY25‑26. The court approved changing the Fund number for Opioid Settlement revenue to Fund #74 as requested by the Department for Local Government.
Other routine actions included approving publication of ordinances by summary, approving claims reports, accepting a public bid opening for Buffalo Trace Road Commission work, and approving various monthly reports from county offices.
The meeting also recognized Christa Perkins for 29 years of service at the County Clerk's office ahead of her upcoming retirement.
