Cheatham County approves property exchange with Ashland City and several county contracts

Cheatham County commissioners on May 17 voted unanimously among those present to authorize a package of contracts and intergovernmental actions presented by County Mayor Kerry McCarver, including a real property exchange with the Town of Ashland City and multiple service contracts for county offices.
Property exchange with Ashland City: Commissioners approved a Real Property Exchange Agreement transferring the county-owned Tennessee Waltz Parkway property (Tax Map 055, Parcel 013.00) to Ashland City in exchange for the city’s 100 Court Street property (City Hall, Tax Map 011, Parcel 055C). The agreement, which commissioners authorized the mayor to sign, states the parcels are considered to be of equal value and includes existing easements and a right of first refusal. It also includes a restrictive covenant to ensure county residents retain equal access to facilities developed on the Tennessee Waltz property. The county will provide interim meeting space (David McCullough Room; large conference room at Sycamore Square; and county courtrooms as available) to Ashland City while City Hall replacement is arranged.
Other approved agreements: The commission approved the mayor’s signature on a suite of contracts and agreements, each recorded as part of the meeting packet and approved by roll-call vote (11–0–1):
• DataWorks Plus contract for the Sheriff’s Office (one-year maintenance term, listed hardware in final year of coverage); • Courtware Solutions, Inc. license/agreement for probation and court management functions (installation, training and maintenance described in the contract); • Inmate excess medical insurance through Gerber Life Insurance Company (application and schedule on file); • A subscription agreement with Acid Remap LLC to provide a branded EMS mobile application (Year 1 fee $2,750 for up to 150 staff); and • A contract with the Tennessee Department of Transportation describing litter-removal/maintenance responsibilities on specified state routes (Exhibit A itemizes route miles and a maximum reimbursement of $27,487.08).
The mayor also asked the commission to support an application for the 2021 Tennessee Housing Development Agency (THDA) HOME grant program; the body voted to support the application. Mayor McCarver said the package matched the agenda packet and recommended approval.
Why it matters: The property exchange could enable the county to pursue an extension of the county jail while giving Ashland City a permanent municipal facility—an intergovernmental land swap with operational accommodations spelled out in the agreement. The technology and insurance contracts affect county public safety, court operations and EMS capabilities.
What’s next: The county will execute the exchange documents and proceed with the deeds and closing items as described in the agreement. Departments receiving new contract services will coordinate implementation and any required equipment transitions, per contract terms.
