The Budget Committee recommended financing the Year 1 work through the Education Debt Service (Capital Outlay Note). The motion — moved by Chris Gilmore and seconded by David Anderson — carried on a 12–0 roll‑call vote (Resolution 10). Meeting materials included a Trane turnkey proposal with an estimated budget of $2,505,000 and a multi‑year replacement plan for county schools.
