Cheatham County authorizes EMS lease, ambulance‑billing contract and juvenile secure‑detention agreement

At its July 18 meeting, the Cheatham County Legislative Body authorized the county mayor to sign several agreements affecting emergency medical services and juvenile detention arrangements.

Pleasant View lease: The commission approved mayoral signature on a lease with the Pleasant View Volunteer Fire Department that designates roughly 1,831 square feet of space at 1129 Pleasant View Main Street for Cheatham County EMS. The lease text in the meeting packet lists an annual rent of $19,200 payable in monthly amounts of $1,600; the 12‑month term shown runs July 1, 2022 through June 30, 2023. The lease states that utilities language in one section was deleted because the building is new and utility costs are unknown; elsewhere the lease assigns maintenance responsibilities and allows Lessee access to certain shared facilities (fitness center, decontamination areas) as described in the agreement.

Ambulance billing contract: Commissioners authorized a service agreement with Credit Bureau Systems, Inc., doing business as Ambulance Medical Billing (AMB). The contract text specifies that AMB will bill and manage revenue cycle services for EMS starting with services on or after Sept. 1, 2022, charging 6.25% of net collections as its base fee. The agreement contains hardware and software costs itemized at $45,685 (software, hardware and training) that the county would be responsible for under the contract terms unless otherwise paid or amortized; it also includes a three‑year initial term with an automatic two‑year renewal and detailed payment and offset provisions. The contract includes a Business Associate Agreement and PREA language relevant to juvenile-detention work described in the packet.

Secure detention contract: Commissioners approved the county's Secure Detention Contract with Madison County Juvenile Detention Center for the July 1, 2022–June 30, 2023 contract year. The contract describes placement procedures, authorized county personnel who may arrange placement, circumstances when the facility may refuse placement and the regular charge noted in the contract: $175.00 per day for secure detention care. The contract requires counties to arrange transport and to be responsible for emergency medical and related costs when necessary.
