Cheatham commissioners approve Goad zoning change, reject Petway Road commercial rezoning after public opposition

At the Sept. 19, 2022 Cheatham County Legislative Body meeting, commissioners approved a zone change for property addressed 1650 Old Clarksville Pike (Map 7, Parcel 49) from E1 to R1. Building Department staff presented the item and Commissioner B.J. Hudspeth moved approval, seconded by Commissioner Calton Blacker; the roll-call vote was 12–0. The packet and minutes note the parcel is not in a Special Flood Hazard Area.
On the agenda under unfinished business was a second rezoning petition to change Map 56, Parcel 31.01 (2005 Petway Road) from R1 to C3. That request drew a public showing of opposition in the courtroom: applicant Claire Hooper spoke in support, while Clate Reed, Betty Groves and John Moore spoke against the change and asked opponents in the audience to stand. After commissioner discussion, a motion to approve the Petway Road rezoning (moved by Commissioner David Anderson, seconded by Commissioner Walter Weakley) failed on a roll-call tie, 6–6. The minutes record how each commissioner voted: Anderson, Powers, Blacker, Weakley, Jarreau and Williamson voted Yes; Diana Pike Lovell, Eugene O. Evans Sr., Chris Gilmore, James Hedgepath, B.J. Hudspeth and Mike Breedlove voted No.
The actions leave the Old Clarksville Pike parcel rezoned to R1 and the Petway Road parcel in its existing R1 classification. The minutes list the public hearing and the roll-call tallies and reference the resolution numbers for the record.
