Cheatham County approves budget transfers, capital buys and authorizes mayor to sign construction contract and ARP grant MOU

On Aug. 21, 2023 the Cheatham County Legislative Body approved multiple budget amendments across county and school funds, authorized capital purchases including a generator and library roof, approved surplus and a Recovery Court donations reserve, and authorized the county mayor to sign a construction contract for Sycamore Square buildout (pending attorney approval) and an ARP grant MOU with utility districts.
At its Aug. 21 regular meeting in Ashland City, the Cheatham County Legislative Body approved a series of budget amendments, capital purchases and administrative actions presented by the Budget Committee and the County Mayor.
Budget actions: Director of Accounts Sandrine Batts presented recommended amendments. The commission approved County General Fund amendments that reallocated funds for county buildings (total adjustments noted in the packet), the South Cheatham Library, General Sessions Court recovery-court expenses, and EMS payroll reimbursement related to a film production. The commission also approved General Capital Projects transfers (including $750,000 reserved for Sycamore Square Phase 3 renovation) and a Solid Waste transfer of $4,848.35 to repair transfer-station equipment. The General Purpose School Fund approved a Maintenance of Plant amendment of $408,716.51 to fund districtwide security film for school windows. All budget votes were recorded by roll call as 11–0 with one commissioner absent.
Capital and surplus actions: The Capital Improvements committee recommended and the commission approved the purchase of a generator from the School Board for Animal Control for $48,387.00 and awarded a roofing contract to Don Kennedy Roofing for $71,303.00 to replace the Cheatham County Library roof. The commission also authorized surplus and disposal of several county assets, including a copier, a refrigerator and three near-end-of-life ventilators; the ventilators were to be disposed of and replaced as needed.
Mayor's contract approvals: County Mayor Kerry McCarver sought authorization for two signature approvals. Commissioners approved the mayor's signature on a Grace Contracting contract for the buildout of the UT Extension and Election offices at Sycamore Square with the action noted as "pending attorney review & approval." The meeting packet included an AIA standard-form agreement that lists a contract sum of $1,094,562.00; minutes record that attorney review and final approval were pending. Commissioners also approved the mayor's signature on a memorandum of understanding (MOU) tied to a Tennessee Department of Environment and Conservation (TDEC) ARP-funded water infrastructure grant; the MOU requires utility districts to follow TDEC guidance, including the state's Asset Management Plan guide and ARP implementation requirements, and obliges utility districts to provide grantee match funding and documentation for project reimbursements.
Committee appointments and other business: The commission appointed Joseph Combs and Robert Perry to the Library Board through June 30, 2026, approved changing the Road & Bridge meeting notice from 30 days to 15 days and reduced the speed limit on South Harpeth Road from 40 to 30 mph. The commission also created a restricted reserve for Recovery Court donations and approved the consent calendar of notaries.
Next steps: Mayor's contracts remain subject to attorney review and any required final signatures; budget amendments will be implemented by the appropriate county departments and reflected in the next financial reporting cycle.
