Snowflake council approves parcel exchange, zoning change and public-works equipment purchases

The Snowflake Town Council unanimously approved a land-parcel exchange, a zoning change and purchases of public-works equipment at its Oct. 1 meeting. Council members said the moves aim to improve access and allow the town to complete more road work in-house.
The council approved an exchange of parcels 202-13-090F and 202-13-090C for portions of parcels 202-13-075 and 202-13-090, a transaction Brian Richards, town manager, said will require surveys and a public hearing before completion. Council member Byron Lewis said the exchange "gives us needed access," and Council member Cory Johnson thanked staff for handling the matter. The council voted unanimously on a motion by Lewis, seconded by Johnson.
Council also approved one reading by title and adoption of Ordinance 2024-07, a zoning change for 585 N Apple Blossom Lane that staff said had been unanimously recommended by the Planning & Zoning Commission. JoAnne Guderian moved the ordinance and Kerry Ballard seconded; the motion passed unanimously.
On Capital Equipment, Richards said the town would purchase two pieces of equipment from Empire: an asphalt paving machine and a compact track loader. Richards told the council the equipment will be paid from the general fund and will enable town crews to do more road projects without contracting out; he noted that projects under $300,000 can be performed without bidding. Council member Cory Johnson moved to approve the purchases, Joe Bjornn seconded, and the motion passed unanimously.
The meeting also approved a consent agenda that included the Sept. 3 council minutes, the September check register, an NALETA/NPC agreement and a variance for 525 E Greer Ave (Camisa) allowing a front-yard structure and setback infringement; Kerry Ballard moved approval and JoAnne Guderian seconded.
Next procedural steps include surveying for the parcel exchange and scheduling the public hearing required before the exchange is finalized. Manager Richards reported that Torey Lovullo field is nearing completion but a dedication date has not been set; he added that Circle K submitted bids and the town will negotiate a development agreement and traffic signal work after bids are returned.
Vote tallies: all four substantive motions (consent agenda approval; parcel exchange; Ordinance 2024-07; equipment purchases) passed unanimously with the seven council members present voting yes (Byron Lewis; Lora Jones; Joe Bjornn; Greg Brimhall; Kerry Ballard; JoAnne Guderian; Cory Johnson).
