Commissioner Jay R. Weise moved to approve the consent items and Chairman Dan C. Blankenship seconded; the motion carried.
The board confirmed the appointment of Janet Olson of Othello to Adams County Library District #1 and accepted correspondence filed by the clerk.
On procurement, the board approved Resolution No. R-004-2026 (Notice to Contractors / Liquid Asphalt Suppliers) and Resolution No. R-005-2026 (Notice to Contractors / Bulk Asphalt Suppliers), setting sealed bid openings for Tuesday, Feb. 17, 2026 at 1:30 p.m. in Room 202 of the Adams County Courthouse. The notices instruct bidders to obtain specifications from the Department of Public Works and affirm Title VI non-discrimination provisions.
Interim Director Yaeger told the board the public works department has successfully used a Crafco crack-seal product in previous programs and requested consensus authorization to procure material through the local Arrow Construction Supply as the SourceWell contract holder (Crafco through SourceWell contract #050625 CFC). The board authorized moving forward with the delivery and use of that material to complete the county’s 2026 pavement preservation program.
Engineer/Interim Director Yaeger also reviewed expiring leases on John Deere graders and presented replacement lease terms. The board authorized the public works department to lease three John Deere Model 770P motor graders from Pape Machinery, Inc. for a term of 84 months with a 5,000-hour allowance under SourceWell #032515-JDC; the units are planned for delivery in June 2026.
The meeting included two closed sessions under RCW 42.30.140(4)(b) to discuss collective bargaining strategy; attendees included Prosecutor Flyckt, Engineer/Interim Director Yaeger, Assistant Public Works Director Reynolds and Human Resource Manager Campbell. The board reconvened and adjourned at 12:56 p.m.
What happens next: Staff will advertise and accept bids for liquid and bulk asphalt (bid opening Feb. 17, 2026), proceed with crack-seal procurement and finalize grader lease documentation for delivery in June.
