Adams County seeks bids for hauling solid waste, authorizes sheriff van purchase and schedules taxpayer appeal hearings

At its Jan. 13 meeting the Adams County commissioners approved a call for bids for transporting solid waste (bid opening Feb. 10), provided consensus authorization to purchase a sheriff van for $116,400, approved payroll and vouchers, adopted a public comment policy, and set taxpayer appeal hearings for March 25, 2026.
The Adams County Board of Commissioners on Jan. 13 approved Resolution No. R-001-2026 to issue a Notice of Call for Bids for transportation haul of solid waste refuse. The board set a public bid opening for Feb. 10, 2026 at 1:30 p.m. in Room 202 of the county courthouse in Ritzville; bid specifications and forms are available at the Public Works office and on the county website. The notice includes a disadvantaged business enterprise (DBE) nondiscrimination provision consistent with federal transportation regulations.
During the Public Works update, Interim Director/Engineer Yaeger said the department planned to move forward on replacing a sheriff’s office van. The vehicle was budgeted at $110,000 on state bid; with an inmate enclosure the total cost is $116,400. The board provided consensus authorization for Public Works to proceed and asked staff to continue researching vehicles compatible with the damaged enclosure.
The board also approved payroll for the Dec. 16–31, 2025 pay period ($561,142.98) and benefits ($289,784.49), certified vouchers as required by RCW 42.24.080 and RCW 42.24.090 (itemized fund totals were presented), and approved a Public Comment Policy setting guidelines for regular meetings. On reconvening as the Board of Equalization, the commissioners set taxpayer appeal hearings for Wednesday, March 25, 2026 beginning at 9:00 a.m.
Several road and solid‑waste projects were discussed in department updates, including vegetation management, guardrail repairs, Hills Road and Tokyo Road work, and updates on the Herman Road safety project, the High Volume Corridor project, and the Gotlieb‑Hille Road bridge project. The meeting included two closed sessions for bargaining strategy and personnel matters under RCW 42.30.140(4)(b) and RCW 42.30.110(1)(g); attendees were noted for those sessions and no action was taken from the executive‑session performance review.
The bid notice states that bids must be submitted on county forms, be sealed, and be addressed to the Adams County Board of Commissioners. The bid opening date and the vehicle purchase authorization are the principal near‑term follow‑ups resulting from the meeting.
