Franklin County committee forwards nine notary applications; proposed rule change withdrawn

On Jan. 3 the Franklin County Legislative Committee voted unanimously to forward nine notary applications to the full commission, briefly approved then withdrew a motion to send all future notary requests directly to the commission, and the chair said he will review the committee's statutory authority.
The Franklin County Board of Commissioners' Legislative Committee on Jan. 3 voted to forward nine notary applications to the full commission and later withdrew a separate motion that would have routed future notary requests directly to the full commission.
Commissioner Chuck Stines moved to send the nine notary applications to the full commission; Commissioner Barbara Finney seconded and the committee recorded unanimous approval. Earlier in the meeting Commissioner Stines also moved that henceforth all notary requests bypass the Legislative Committee and go to the full commission "if it is statutorily" required; Finney seconded that motion and it initially carried on a unanimous vote, but Stines withdrew the motion after discussion.
Following that exchange, Chairman David Eldridge said he will investigate the Legislative Committee's functions and the applicable statutes to clarify which notary requests must be considered by the full commission and which may be handled by the committee.
The committee also approved the Nov. 15, 2018, minutes on a motion by Stines, seconded by Commissioner Carolyn Wiseman, and adjourned at 6:10 p.m. on a motion by Stines, seconded by Wiseman.
