Franklin County legislative committee unanimously approves routine resolutions, handbook and forwards P&Z fee schedule

The Franklin County Board of Commissioners Legislative Committee met Nov. 21 in the Franklin County Annex community room and unanimously approved a set of routine items, including minutes, a traffic resolution, personnel policy updates and administrative referrals.
Chairman David Eldridge called the meeting to order at 5:31 p.m. Members present were Tyler Bauer, Dale Schultz and Glenn Summers. The clerk recorded several other attendees, including Sharon Byrum (secretary) and William Anderson (Solid Waste Director).
Member Tyler Bauer moved to approve the Oct. 5, 2023 minutes; Dale Schultz seconded and the committee voted all ayes. The committee then approved a resolution to lower the speed limit on Latham Lane after a motion from Bauer and a second from Schultz. The committee accepted a combined motion from Glenn Summers, seconded by Bauer, to add a roadway to the private road list and to make changes to the Franklin County road list; the motion carried unanimously.
Other unanimous actions included approval of a resolution to amend the Franklin County Commission meeting schedule for 2024; adoption of the employee handbook with the 2024 employee holiday calendar (motion by Summers, seconded by Bauer); and approval of the Legislative Committee schedule for 2024 (motion by Bauer, seconded by Summers).
During the meeting Summers moved to approve and forward the Planning & Zoning Department's updated fee schedule to the full County Commission for consideration; Bauer seconded and the referral passed with all members voting in favor. Dale Schultz moved to approve the resignation of Attorney Ben Lynch; Bauer seconded and the committee accepted the resignation. Summers moved, Bauer seconded and the committee approved submitted notary applications.
Chairman Eldridge opened the floor for public comments; no one spoke. Tyler Bauer moved to adjourn at 5:39 p.m.; Dale Schultz seconded and the meeting was adjourned.
The committee recorded each motion as "all ayes"; no roll-call vote breakdown by individual member was provided in the minutes. The Planning & Zoning fee schedule will be considered next by the full Franklin County Commission.
